Short answer

Olney is an old market town on the River Great Ouse, run by Milton Keynes City Council. Its conservation area has an Article 4 direction, so porches, extensions and painting outside walls need planning permission. One home in five dates from before 1919. Some streets by the river can flood.

What does the Olney Article 4 direction cover?

It covers every house in the Olney conservation area. Milton Keynes City Council says it controls extensions or alterations, new porches, and the painting of outside walls.

Repairs that repeat the existing detail and materials are not development, so the direction does not apply to them.

Some rights stay. The council says owners keep permitted development for outbuildings, hard surfaces, and boundary walls and fences, within the usual limits.

How old are Olney homes?

Older than in the rest of Milton Keynes. In the Olney and Lavendon area, 19.6 per cent of homes on the Council Tax list date from before 1919. Most of these, 17.2 per cent, are from before 1900.

Another 38.6 per cent date from 1973 to 1999, on the estates around the old town.

The conservation area itself dates from 10 March 1969.

Who lives in Olney?

Mostly owners in houses. In 2021, the Olney ward had 5,322 households. Of these, 46.0 per cent lived in a detached house and 41.7 per cent owned their home outright.

Flats are rare, at 3.3 per cent of households.

Terraces held 22.3 per cent of households, about the England share.

Does the River Great Ouse flood Olney?

Low parts can flood. The Environment Agency flood warning area for the River Great Ouse at Olney names Church Street and the tennis and cricket clubs.

A council Article 4 direction also covers properties either side of the High Street, from Hoppers Hill down to the river.

What other jobs need a specialist in Olney?

Gas work and notifiable electrical work. Only a Gas Safe registered engineer may work on gas appliances for pay.

Part P covers new circuits and consumer units. A registered electrician can self-certify the work.

Older Olney houses also need care with outside walls. The council asks that replacement brick, slate and stone match the existing, and that rainwater goods match in material and colour.

If you live in a terrace, tell your neighbour before work on a shared wall. The Party Wall etc. Act 1996 may apply to some jobs.

Questions

Do I need planning permission to repaint my Olney house?

If it is in the conservation area, painting outside walls is covered by the Article 4 direction. Repainting in the same colour does not change its look. Ask the council if you plan a new colour.

Can a handyman put up a new porch in Olney?

Not without planning permission in the conservation area. The Article 4 direction removes the right to build a porch.

Who can fit a new electric shower circuit?

A registered electrician, or a builder with building control approval. A new circuit is notifiable under Part P.
